The unit in charge of all personnel paperwork and profile records for particular police officers, including their educational, training, and other demographic profiles, is known as the City Administrative and Resource Management Unit, or CARMU. Additionally, they are in charge of keeping an eye on the Unit Performance Evaluation Rating (UPER) of every Police Substation in the City. They also follow best practices regarding adhering to UPER, which include always planning and following all compliance requirements to be ready to present.
Unable to track down incompetent police officers at the office has been one of the challenges they have faced in complying with the UPER, which has hurt their UPER reports. The awarding of commendations when it comes to personnel advancement is one of the PPAs, or Programs, Projects, and Activities, that the CARMU implements to preserve the morale and welfare of the workforce. The CARMU was also in charge of determining whether police officers were eligible for medals or prizes.
The section on educational support also mentioned that the PNP provides a stipend to individuals willing to attend classes to gain knowledge that will help them provide better services and potentially pass that knowledge on to other officers in the unit. They also noted that all police officers are eligible for housing assistance, which they can apply for to receive. This is particularly useful for police officers who are just beginning their careers and those who live far from their reporting station or office. The PAIS, or Personnel Accounting and Information System, was also demonstrated to us. Each PNP employee has access to their personal PAIS, which has a blue background.

On the other hand, the administrative PAIS has a grayish experience and access for all PNP employees working in that office. Due to the confidentiality of the files, only they have access to them. For those employees who were retiring, they also informed us that they had received prizes or other forms of recognition. Typically, this took place at Flag Retreat, and participants were also allowed to address their fellow police officers present.
They advise them to settle office conflicts in a way that won't interfere with their ability to fulfill their line-of-duty duties. If police officer engages in unlawful activity, such as internet gambling, they may be subject to surprise inspection as part of internal cleansing efforts. If this occurs, an administrative complaint will be launched against the officer. Overall, through our discussions with PLTCOL Grace B Licudan, we have learned a lot about the roles played by CARMU and how they function. She has provided insightful information about the policing practices used by PNP administration sections. As PNPA police cadets, we appreciate participating in this year's station immersion and seeing firsthand how the various PNP sectors function.
As a cadet, I've understood that we shall receive this kind of education during our early years at the Academy. We should include information about the duties and responsibilities of the various sections of a police officers, including their typical day-to-day activities. So that we are prepared and have a general idea of what to do when the day comes when we finally experience the Station immersion, and the policing system still has much to learn and grow in.
