Let's Visit South Cotabato Provincial Police Office (SCPPO)

Under the supervision of Provincial Director PCOL Nathaniel Genegaling Villegas of SCPPO, we were allowed to visit the South Cotabato Provincial Police Office. The SCPPO is situated in Koronadal City, South Cotabato. Because there are many diverse cultures in South Cotabato, the region has developed several initiatives to enhance its people's well-being.
Each chief-in-charge of a section at the SCPPO created a PowerPoint presentation to help us fully understand how their office operates to prevent crime, provide solutions to crime, and provide the community with quality services. They have provided explanations of their Strategic Policies, Best Practices, and Guidelines for enhancing their effectiveness as law enforcers always ready to serve and protect.

Provincial Community Affairs Development Unit (PCADU):
In the above photo, you will see Sergeant Manjares of PCADU explaining how their initiatives and community activities help fulfill our Chief PNP's KASIMBAYANAN program through service with a heart, which is also our RD PRO 12 program. He explained that most of the policies and programs are being improved, and that's why its name is constantly changing, but the essence or purpose of it is still the same.
Most of their programs focus on helping the community in far-flung areas of South Cotabato and spreading awareness to the community about the prevailing crimes in the province and how to avoid or prevent yourself from being a victim. One of their actions is the OPLAN Yawyaw, wherein they visit crowded places in the community, like the church or the market area, using megaphones to spread information and give reminders to be vigilant at all times.

Operations Section:
The Operations Section Chief oversees all operations directly related to the primary mission and the activation and control of organizational components in line with the incident action plan. These are essential components in the management of primary, challenging emergency crises.
In the operation section of SCPPO, they explained how they conduct regular checkpoints and patrolling to act as crime deterrence and prevent crimes in the area. Timely response to any crime is critical. That's why the operation section in South Cotabato Provincial Police Office strengthen its communication system by using Social Media Platforms like Viber to access personnel and the community quickly.

Administration Section:
The Administration Section is an essential component of any police station and is responsible for different administrative responsibilities and tasks. These duties are critical to ensuring the efficient management and operation of the police station. The Administration Section's principal commitment is to manage personnel, which includes selecting and preparing police officers, keeping track of personnel information, and managing wages and benefits. In addition, they work the entire budget of the police station, schedule and assign tasks, and ensure adherence to departmental regulations and guidelines.
In the administration section of SCPPO, they showed us how they keep their records and maintain confidentiality, like the Personal Profiles of their personnel. They also assessed who among their personnel is guaranteed a commendation or medal, usually conducted during Monday Flag Raising Ceremony. They also shared with us their UPER and how they maintain good standing in their ranking. And their Best Practices which are passing their compliances ahead of time, and difficulties in complying with their UPER when awarding DRs to erring police personnel.

Logistics and Finance sections:
This sector is responsible for procurement and supply management, maintenance and repair of equipment and facilities, transportation, property management, and records management. It makes sure that the PNP gets the tools and supplies it needs to fulfill its mandate to uphold law and order in the Philippines, and it also makes sure that the legal and transparent procurement processes are adhered to. To keep the PNP running smoothly.
Herein we discussed how they manage the Municipal Police Stations under them when complying with their daily, weekly, and monthly compliance in Finance sections. They also mentioned that their annual audit was supervised personally by the COA. When it comes to the Logistics department, they said about their actions when a personnel unintentionally loses his firearm. First, they file a report, and when the committee proves in charge on this matter that he did not intend this to happen, he will be allowed to pay for the lost firearm, then after that, he will be issued another one.
